BRIAN R. MILLARD: IAAI/CFI, IAAI/CFI(V), IAAI/ECT, NAFI/CFEI, NAFI/CVFI, CFII – Indianapolis, IN

Brian Millard is a Certified Fire Investigator and Certified Evidence Collection Technician through the International Association of Arson Investigators, as well as a Certified Fire and Explosion Investigator, a Certified Vehicle Fire Investigator and Certified Fire Investigator Instructor through the National Association of Fire Investigators. He also has a Motor Vehicle Fire Credential Endorsement through the International Association of Arson Investigators. Brian is an Indiana State Certified Fire Investigator II, Fire Inspector I and II, Juvenile Fire Setter Program Instructor I and II, and Fire Prevention Educator I.

Brian was a member of Federal Emergency Management Agency Indiana Task Force 1, where he served as a hazardous materials manager, specialist, and safety officer for 17 years. He also has more than 30 years of fire service experience, including more than 20 years of examining fire scenes and determining areas of origin and causes of fires. Brian has served in several roles, including fire chief, lieutenant, firefighter, EMT, arson investigator, fire inspector, and fire instructor. Since retiring from the Lawrence City Fire Department in early 2019, Brian has been serving as Captain of Lilly Fire and Rescue in Indianapolis, IN.

Brian is a member of the International Association of Arson Investigators and National Association of Fire Investigators and is an expert witness in fire-related court proceedings. He has an Associate of Applied Science in Fire Science and Criminology and a Bachelor of Science in Fire Science.

 

PHILIP C. TOPOR: IAAI-CFI // NAFI-CFEI, CVFI – Gary, IN

Philip C. Topor is a Certified Fire and Explosion Investigator through the National Association of Fire Investigators as well as a Certified Fire Investigator through the International Association of Arson Investigator and the National Board on Fire Service Professional Qualifications. He has ten years of experience in fire service and is currently the Fire Marshal for the Merrillville, IN Fire Department, where he also serves in the capacity of Fire Lieutenant. As Fire Marshal, Philip founded the Lake County Fire/Arson Task Force, working to increase the training of county fire investigators as well as the thoroughness of fire investigations. He is also a state certified death investigator and currently serves as a Lake County Special Deputy Sheriff and Deputy Coroner. He became a state certified fire investigator in 2009 and has since participated in over 300 fire investigations, specializing in fire code violations. Philip holds an Associate Degree in Criminal Justice and is working to obtain a Bachelor’s Degree in Fire Science.

 

DANIEL J. MELTON: IAAI-CFI – Rochester, IN

Daniel Melton is a Certified Fire Investigator through the International Association of Arson Investigators. Daniel has served with the Rochester Fire Department for over 20 years as a firefighter, an assistant chief, and an investigator and was most recently promoted to lieutenant. He has received several awards for his service with the Rochester Fire Department. In addition, Daniel has served as a volunteer firefighter for the Rochester Fire Department, a reserve deputy for the Fulton County Sheriff’s Department, and also volunteered as a member of the Special Operations Team for the Rochester Police Department. He is also a member of the International Association of Arson Investigators, Indiana Chapter.
