JONATHAN A. MOORE, P.E. – Marshville, NC (Greater Charlotte Area)
Jason Boggs is a Certified Fire Investigator, a Certified Fire Investigation Technician, and a Certified Evidence Collection Technician through the International Association of Arson Investigators. He is also a Certified Fire and Explosion Investigator and Certified Vehicle Fire Investigator through the National Association of Fire Investigators. Jason has over 15 years experience examining fire scenes and determining areas of origin and causes of fires. He has more than 20 years of fire service experience including serving as assistant fire chief, senior firefighter, fire investigator, fire inspector, and deputy fire marshal. Jason is currently an investigator with the Charlotte Fire Department Fire Investigation Task Force responsible for investigating fire and explosion scenes. He is an instructor for the North Carolina Office of the State Fire Marshal’s Fire Investigator Technician Program teaching new fire investigators throughout the state. Jason has been with the program since serving on the program’s development committee in 2015. He is a certified hazardous materials technician by the North Carolina Fire & Rescue Commission, and an unmanned aircraft systems remote pilot through the Federal Aviation Administration.

JERRY D. WEBSTER: IAAI/CFI,  NAFI/CFEI, CVFI – Greensboro, NC
Jerry Webster is a Certified Fire Investigator through the International Association of Arson Investigators, as well as a Certified Fire and Explosion Investigator and a Certified Vehicle Fire Investigator through the National Association of Fire Investigators. Jerry has over over 40 years of experience in all aspects of fire investigation, retiring in 2002 from the North Carolina State Bureau of Investigation, and conducting investigations in the private sector since. He has many appointments, including the Attorney General’s Representative to the NC Fire and Rescue Commission, the NC Department of Insurance Arson Awareness Council, and the Governor’s Council on Juvenile Fire Setters. Jerry has extensive training from the U.S. Bureau of Alcohol, Tobacco & Firearms, Fire Findings Laboratories, and the International Association of Arson Investigators. He was the supervisor of the SBI Arson Program for five years preceding his retirement.

 

W. DONEL BRAXTON: IAAI/CFI – Raleigh, NC
Donel Braxton is a Certified Fire Investigator through the International Association of Arson Investigators. He is also a certified Instructor with experience in Fire Code enforcement. Donel has over thirty-two years of experience in the fire service, twenty of which were spent as a Deputy Fire Marshal for the Wake County Department of Fire Services. He holds a degree in Bachelors in Justice Studies from North Carolina Wesleyan College, as well as an Associates Degree in Fire Protection Technology from Wilson Technical College. Additionally, Donel has testified as an expert witness in the field of fire investigation in both federal and district courts. He is an active North Carolina Chapter of the International Association of Arson Investigators and has previously served as the organization’s 1st Vice President. Donel is a member of the NC/SC Joint Conference Training Committee and the NCIAAI Training Comminttee.

 

HENRY A. WATSON: IAAI/CFI – New Bern, NC
Henry A. Watson is a Certified Fire Investigator through the International Association of Arson Investigators. Henry has over 28 years in the fire service with the New Bern Fire Department, having served as fire inspector, chief fire inspector, and fire marshal before retiring in 2010. Additionally, he is a member of the North Carolina Chapter of the International Association of Arson Investigators. Henry is a court-qualified expert witness. He is also a Certified Fire Investigator through the National Board of Fire Service Professional Qualifications. Henry holds a Level III Fire Inspector and a Building Level I certification with the state of North Carolina.

 

WILLIAM J. MARTIN: IAAI/CFI – Myrtle Beach, SC
William J. Martin is a Certified Fire Investigator through the International Association of Arson Investigators. William is also a Certified Fire Investigator through the National Board on Fire Service (Pro Board). While with the New York City Police Department for over 20 years, he served as a police officer and sergeant. William is the lead fire investigator with Horry County Fire and Rescue in South Carolina, where he supervises the fire investigation unit.

 

JOHN L. MARTIN: IAAI/CFI,  NAFI/CFEI, CVFI – Charlotte, NC
John Martin is a Fire Investigator Technician, Certified Fire Investigator, and Evidence Collection Technician through the International Association of Arson Investigators and a Certified Fire and Explosion Investigator and Certified Vehicle Fire Investigator through the National Association of Fire Investigators. John has more than 25 years of experience in law enforcement and six in the fire service. During his last 15 years in law enforcement, he served as a property crimes detective, where he conducted fire investigations and other types of criminal investigations. John holds an associate degree in Criminal Justice from Ashworth College in Norcross, GA, and completed basic law enforcement training at Central Piedmont Community College in Charlotte, NC. Additionally, he has testified in more than 2,000 criminal trials and has given expert witness testimony in fire investigations, including origin and cause. John is an active member of the International Association of Arson Investigators at the international level, as well as the North and South Carolina chapters, where he has held several positions to include President, Board of Director, Ethics Committee, and North Carolina / South Carolina Joint Conference Training Committee.

H. LEE GUPTON: IAAI/CFI – Louisburg, NC
Lee Gupton has 21 years of fire service experience and has been a Deputy Fire Marshal with Wake County Department of Fire Services since 2003, where he is responsible for conducting fire investigations within the confines of Wake County, NC. He has experience as a private investigator in North Carolina, South Carolina, and Virginia and habeen a fire analyst with NEFCO Fire Investigations since 2019He is a court-qualified expert witness and a Certified Fire Investigator through the International Association of Arson Investigators. 

 

ARNO J. RANDALL: IAAI/CFI,  NAFI/CFEI, CVFI – Hampton, VA
Arno Randall is a Certified Fire Investigator through the International Association of Arson Investigators, as well as being a Certified Fire and Explosion Investigator and a Certified Vehicle Fire Investigator through the National Association of Fire Investigators. He is a court-qualified expert witness. He has more than 15 years of experience in the fire service. Arno served as a fire and explosion investigator for the Hampton Fire Marshal’s Office from 2007 until 2019. He earned his bachelor’s degree in Fire Administration from Hampton University.
